I believe he means that the current profile manager isn't really user-facing, since it needs to be enabled on the command line (at least once): http://kb.mozillazine.org/Profile_Manager
The current profile manager certainly doesn't meet our UX standards, so we shouldn't try to make the replacement meet them either.
