I tried the recent Fx3 beta1 release (2007110904 Gran Paradiso, rv1.9b1), and then last night's trunk build (2007112605 Minefield, rv:1.9b2pre), on Windows XP. They both have a glaring bug in their handling of title-attribute-based tooltips, illustrated via my test file:
http://www.macridesweb.com/oltest/Fxbug_title.html If no title attribute with a printing value has been encountered yet, then mouseovers and mouseouts both invoke (after the normal delay) a tiny, empty tooltip for links which (1) have no title attribute specified, or (2) have a title attribute whose value is the null string, or (3) whose value is a space with no printing characters. Otherwise the mouseovers and mouseouts for such links both invoke tooltips with the value of the most recent title attribute value which did have printing characters (e.g., "X" or " Y "), and such "carryover" (rather than nulling of the title attribute value) carries across (1) different documents, or (2) reloads of the same document. I didn't find a Bugzilla bug filed for this (but please point me to it if there has been), nor anything about it in the 2007-11-19 "Known Issues" list for Fx3 beta1.
