I suppose the worst case for the function approach, would be that the
configuration for the function is the set of all ranges for all tablets. I am
thinking in this case the function proposal would be worse in memory usage than
what the PR currently implements. I was thinking the function approach could
accomplish anything that the current implementation could, and do some things
more efficiently. But now I am not so sure.
