Thanks for the pointer to the article.  It's good background, but it seems
heavily focused on the money and the mechanics for a U.S.-based non-profit.
The are other very important, nay critical things, like coming to common
agreement on a charter that don't even get mentioned.

I think it would be much more appropriate for one of the ArgoUML project
leaders to do that.  There are a number of umbrella organizations that
provide services like the Software Freedcom Conservancy.
