The users can already do this via ${app.name}../logs/phoenix.log anyways so I don't
think phoenix.home is too dangerous. If users need security they need to run with
Securitymanager and configure an appropriate Policy.
I see no problem with making any of the following avaiable
phoenix.home
phoenix.apps
phoenix.lib
phoenix.logs

Description:
Some users would like the ability to specify the base directory for the logs to be
inside the phoenix logs directory. So for an application foo it should default to
putting it's log files in $PHOENIX_HOME/logs/foo/blah.log
