Given phoenix.home, .apps, .lib and .logs can all be derived. Is it
worth adding them separately? I'm -0 on them, but don't really care.

Description:
Some users would like the ability to specify the base directory for the logs to be
inside the phoenix logs directory. So for an application foo it should default to
putting it's log files in $PHOENIX_HOME/logs/foo/blah.log
