exactly :) i didn't think it was possible to override where the lib/etc directories
were at the moment. we can always add the others in the future as the need arises.

Description:
Some users would like the ability to specify the base directory for the logs to be
inside the phoenix logs directory. So for an application foo it should default to
putting it's log files in $PHOENIX_HOME/logs/foo/blah.log
