They are only derivable if Phoenix uses default directories. But then again using
non-defaults does not seem to be working atm so we can elide them until the point
where they are actually needed if you want.

Description:
Some users would like the ability to specify the base directory for the logs to be
inside the phoenix logs directory. So for an application foo it should default to
putting it's log files in $PHOENIX_HOME/logs/foo/blah.log
