Actually, no. As noted by Berin (PMC Chair), Fortress has not released by the Avalon PMC.

It is unfortunate that it was not properly voted on.
There was a release announcement and people are using it. That is the important thing. I think it would do the Avalon project significant harm to withdraw it now and certainly, should it be withdrawn, it must be for a reason good enough to justify the withdrawal of any other properly released product.
To my knowledge, _Fortress_ was voted on and released as part of the set of Excalibur releases. It is officially released. The above paragraph was pulled out of context, and it was applied toward Merlin--not Fortress.
