IMHO Merlin should have been sent to the incubator or to a TLP when it moved
out of the Avalon sandbox.  At that time we could see it had potential both
technologically and socially (there was a community building around it).

Without going into a history lesson we all know and don't need, Merlin's
scope and Avalon's scope were close, but not exactly the same.  Since then,
we have attempted to adjust Avalon's definition, to improve it, and in doing
so, have aligned it closer to Merlin.  This has also caused a number of very
bad side effects, both socially and technologically.

So, IMHO, the rational for moving Merlin into Incubation would be to correct
this long standing mistake.  To give Merlin and its community the room to
grow and prosper without dealing with the other "legacy" factors in Avalon.

As for what Avalon would become if Merlin moved out, well, there are a
couple of options.  In fact, we had one worked out here:

There would also be some matters to consider with respect to Excalibur but
we could cross that bridge later.

Summary:  To me, it seems like this is what SHOULD have happened a long time
ago.  There consistently wasn't support for it.  If we can drum up support
for it now, I'm +1.
