David,

I greatly appreciate your offer.  However, the role of mediation in this
case should be taken on (if at all) by the ASF Board and Avalon PMC (project
management committee).

The Merlin team submitted a proposal to the ASF Board which was returned to
them with many comments and recommendations.  Basically, if the developers
still want to pursue a TLP (top level project) they need to meet the
criteria specified by those recommendations.
