There are two parts of Scio: The DSL API and the interactive REPL. Last I
checked (though things may have changed) the REPL was still very Dataflow
specific, but the DSL was entirely ported to Beam.

One of the concerns was indeed the release cycle, but I see no reason why
Scio could not be released independently (and indeed, as you said, maybe we
should even split up our current release).
