Hypothesis: "Most of the activity comes from [non-committers]" is a consequence of "No new committers" In the past, there was some (informal, ill-defined) demonstration of interest through sustained activity that led to being proposed commit access (through which most of the activity was performed). Hence the question: Given that there are indeed many contributions through GitHub, why has there been no new committer?
