Noirin is correct here. If we allow exceptions to the rules then those
exceptions must be policed and we simply don't have the volunteers to
do that. So I am -1 on the idea that PMCs get special privileges of
any kind.

That being said, if trademarks@ are comfortable with the
.org.apacheextras namespace then I don't see why we can't allow all
projects to use it regardless of where they come from.

Other uses of Apache marks are already covered by the trademarks
policy and managed by individual PMCs.
