I hear your opinion and I'm looking for a way through this:

1 - Things like KYBC have complicated things because as this switches
from role based to person-specific access to these things, the burden to
maintain access becomes extraordinarily high.

2 - Treasurer, Accounting and Fundraising can certainly work out the
tax/finance/donation receipts/recognition/money transfer issues.  I'm
recommending that Finance might be the best way to bridge these gaps. 

I've handled it for the past two years in a hat of Treasurer and then
Fundraising.  The past years don't matter because they were before the
modern era here when we brought in Virtual and started to fix the issues
with things like this and sponsor invoicing that were getting dropped. 

Tom has stepped up to say the finance committee will handle it this year
so that gives breathing room.  Now there are lots of discussions needed
to figure out where certain roles lie especially in the bleedover with
Treasurer and Fundraising so execution can continue.
