Actually that's not true, because the essence of W3C DDR has always been the "aspect" being either Device, OS, Browser or even some custom-defined aspect not many repositories even use, see http://www.w3.org/TR/DDR-Simple-API/javadoc/org/w3c/ddr/simple/PropertyRef.html getAspectName()
So the 3 aspects we keep talking about are absolutely nothing new or innovative of a 2.x data. All that those contributing data to the repository so far (mostly OMA and its members aside from others participating in the DDR effort) may have done less precise in some cases was e.g. putting properties on the device that cover another aspect like OS. Untangling those could be a significant part of a "2.0" clarification, while e.g. using a totally new format (of course the issue of converting all existing data also has to be solved before, but new clients could start with a minimal set of entries before that is done;-) e.g. JSON would be another possible task. So it's data that can and should be fixed first.
