Ok. So how can ASF and Outreachy work together under the general fund to 
further the missions of both organizations?

The grey areas of that policy seem to exactly overlap with the requirements
for Outreachy internships. Even if it's a non-programming internship, the
results of the internships must be publicly available. That probably rules
out any of the non-programming projects I listed under the rules of thumb
you outlined.

It does sound like a donation to the Outreachy general fund would work.
