The page should have a brief "Prerequisites" section at the beginning, to tell people that they must also be a member of the project they want to reach, and that they need developer status, and any other information that newbies need to know but don't know that they need to know. It could simply mention the prerequisites and link to more information.
The whole page needs complete rewriting. I don't have time to file an issue right now, and especially no time to attempt a rewrite.
