For the record, I'd like to share what GRS and I have discovered: information that needs to be added to the home page (or the "how to contribute" page, if there is one) for the Documentation Project.

We finally determined that I was not a member of the project, a prerequisite for getting "developer" access. I had no idea that I needed to be a member. (If I had known I needed to be a member, I would have assumed I already was, because I've been involved in various ways for 2 years.) The front page for the Doc project says nothing about this step. Under "How to Help," it says to join this mailing list, and view the Task List -- that's all, nothing about membership.

It's another case of "I didn't know enough to ask the question," and is easily solved by one short sentence under How To Help, linked to the Membership page.

I'm now a member and have been given the Developer role, so I hope I'll have time tonight to see if the next step works.
