This topic comes up often (on this and other lists such as discuss and marketing), and many of us completely agree. However, others at OOo think differently. There have been some very good changes over the past two years, but IMO more are needed.
The Documentation Project has no control over the rest of the OOo website. To contribute directly to this work, you would need to join the website project, or at least its mailing list. See http://website.openoffice.org/
