It's semi-manual. In the English section, when someone makes a file ready for review, they set its state to Pending and it shows up on the Review List; when someone else takes the file to review it, they "retract" it (the state changes to Visible). (These unintuitive terms are set by Plone.) In either case, the person's username is listed as the last person to do something to the file. The system is far from perfect, especially if people forget to change the state, but it works fairly well.

In addition, we use a series of folders to indicate new files, reviewed files, and published files. Of course this depends on people putting things in the right place, but this isn't usually a problem.

Other language sections may do things a bit differently; I don't know.

We've tried a few times to have a spreadsheet or other place where the state of files can be manually tracked, but no one (including me) uses it very much, and then not consistently.
