Can people upload things to Documents&Files without having Developer status (not just Content Developer)? If so, how?
http://www.openoffice.org/scdocs/ProjectDocuments#aboutdocs says: "The process of adding files to the Documents & files page depends on the contributor's permissions. Observers and Content Developers can suggest new files which must be reviewed and approved by the Project owner before they are posted for viewing by all project members and guests. Developers can add files directly into the project."
If people can't upload files themselves, it's going to create a bottleneck as well as more work for the Docs leads.
