Both CC-By and PDL allow for contribution.  From my standpoint, PDL is
easier in the long run for re-use in multiple places.  If you're OK with
it, I can switch it from CC-By to PDL.  I'd prefer to keep it under one
of those two licenses since they are clear in what is allowed (ie no
license is not a good idea)
