Thats about half right: Pages certainly _do_ become unmaintained
because of lacking the appropriate category, but they also lack their
category because they are unmaintained.
The best example is what is happening right now: Since the pages have
been dumped in "Documentation", people are taking a lot more care of
them. I dont care if a page did not end up in the best possible
category on first try. But I am pretty certain that pages now in
Documentation will soon move down to their proper place in a
subcategory. That wouldnt have happened when the pages stayed in
uncategorized. There was little harm and a lot of good done by these
pages moved out of uncategorized, even if they will soon move on to
subcategories.

The category "Documentation" was not wrong for the pages. It wasnt the
best category, but better than no category (and if only because people
now care about them, while happily ignoring them for years in
uncategorized).

A subset of the project members. The project should know who. If it
doesnt it should find someone to take care of the category. Remember
the alternative is to worse: Ignoring the "Unknown Unknown" of topics
covered in uncategorized pages is risky (it actually might be risky
quite literally: just imagine illegal some content on an uncategorized
page that nobody feels responsible for).

Whenever unsure, I will use Documentation/Candidate and will expect
Documentation project guys to take over from there.
Different projects use different systems to organize their content. I
cannot and will not learn all of those.
