Hi,

Please don't use below url to update the new SDK. It's not needed now.

Use below link to update the new SDK. No need to follow any other overlay
process.
http://flex.apache.org/installer.html

Install the Flex and Air SDK as per your choice and your good to go.

Try again and let me know if you still see any issue(I would suggest to
latest SDK).
