Thank you all for your help with this issue.

Clint, I did see the red text on the certificates in my keychain indicating
it had an error with signing.  I went ahead and downloaded and installed the
new Apple certificate and remade all my development and distribution
certificates and installed them on my Mac.  

I also downloaded and installed the Apple WWDRCA certificate and installed
it in the trusted root CAs on my Windows PC.  

Built the App on my Windows PC using the new certificates, transferred to
Mac, uploaded using Application Loader, checked iTunesConnect, same issue.

I also tried resigning the app using this tool
https://github.com/omg-a-bear/ota-tools/tree/yosemite-resource-rules

To do this, I transferred the IPA to the Mac again and ran the tool over
there.  I selected the new certificate via keychain name.
I'm getting a Missing Code Signing Entitlements error, which I am working on
fixing right now.

I'm also downloading a trial of Flash Builder 4.7 on my Mac to see if doing
this process directly over there helps.

I noticed that Josef got things to work, but he did it on a Mac.  Does
anyone have a link or reference to manually signing an app on a Mac? 
Specifically, transferring the files from my Windows PC and doing the ADT
build and signing process on the Mac?  I'm thinking this is the best way to
do it, unless I can get a trial of Flash Builder.
