Yes only available to ASF members. In the "foundation" svn.

That "board" in committers svn is a directory for stuff that is for
all committers. e.g. the list of who is on every PMC, and the
list of upcoming meeting etc.

I think that the comments are extracted when the agenda
is finally turned into minutes. The comments are from a
pre-meeting review phase. This gets most business done
before the monthly meeting happens on Wednesday morning.

This is the first time that the Forrest report has ever
really been commented.
