Regardless of the feasability IMHO an update should be notified only if
a new version is available for OOo *and* for every installed language
pack that is supported by the notifying website.

That means: if you got OOo and English+German from the OOo website and
additionally installed Welsh from somewhere else the update mechanism
offered by the OOo website will not take care for the Welsh pack,
otherwise it could never work!

If that isn't possible to implement (because multi language is not
supported by the protocol of the server) we should have a very prominent
warning on the Website that users should check the availability of
suitable versions of the language packs they are currently using before
they download anything.
