No. You used excatly the settings which allow switching off both features. When both are switched off (also possible for each separately, of course), all will behave exactly the same as in DEV300 m38. Which was the last version You tired out? There was another big change in graphics preparation in DEV300 m30. Do You compare with a version before that?

Ah, wait. When changing the settings in Common.xcs it is also necessary to delete the cache folder in the user installation, else it will not take effect. Did You do that, too?

Now the button is disabled, when I open the document and I cannot enable the button.

Dragging with mouse is better with setting to SolidragState to "false" and has nearly the same performance as in OOo3.0. For small movements you can drag smoothly, larger movement are jumping as in 3.0; when you drag the mouse continuously, not fast, then the frame remains on it place, jumps to the mouse, follow a little bit and then suddenly stops again. When you release the mouse than there is a delay till the color jumps to the new position.

The behavior is the same when I set SolidragState to "true" and disable the button.

But moving with arrow keys shows the same problems as before, now continues moving when holding down the key. And changing color or border line is lagged.

Hardware acceleration is on, Anti-aliasing is off. Close page pane and set view to 100%. Scroll with the handle on the vertical scroll bar. In OOo3.0 handle and document follow the mouse immediately. The mouse never leaves the area of the handle. In OOoDEVm39 handle and document stop, mouse leaves the handle and then handle and document jump to the new place. The faulty behavior is independent of the state of the 'Modify objects with attributs"-button. :(
