Christian is absolutely right with his proposal.
Gallery will need a major rework, if not a complete
rewrite.
Regarding your question, I don't see an other solution
as well at the moment, since graphics are only stored inside the
gallery theme files itself if they are dragged out of a document,
because in this case, a new file needs to be created. In any other
case, only links to existing files are stored.
As mentioned earlier, writing adapters for different clipart
repositories, as already discussed within our clipart repository
thread, are a must for this rework.
I'm sorry, that I'm not able to give you a detailed timeline
at the moment, but further details will be discussed soon,
I think.

All in all I love the gallery to become more like an "asset manager"
