I would be in favor of finalizing scope for 0.9.14-incubating. I'm would be on the fence regarding whether RADIUS should be part of 0.9.14. It's definitely nearing readiness, so I wouldn't be against including it within scope (particularly since it's been waiting for a while), but I also see benefit in restricting 0.9.14 to things which have already been merged or are directly tied to code which has already been merged. Either way, yes, let's set scope. - Mike
