Agree with Mike. A last 0.9.14-incubating makes sense.

I would be in favor of finalizing scope for 0.9.14-incubating. There's
quite a few changes ready, and several others waiting only on review
or documentation:

When we talked a while back we were targeting the X.org driver and RADIUS
support for 0.9.14-incubating.  I'm not sure what the status of the X.org
driver is, and I know the RADIUS extension has a little bit more work to do
on it before it's ready.

I definitely don't think I'll have the X.Org driver ready for merge by
0.9.14, so I've removed the version tag from the JIRA issue.

I'm would be on the fence regarding whether RADIUS should be part of
0.9.14. It's definitely nearing readiness, so I wouldn't be against
including it within scope (particularly since it's been waiting for a
while), but I also see benefit in restricting 0.9.14 to things which
have already been merged or are directly tied to code which has
already been merged.

Either way, yes, let's set scope.
