After an offline discussion with Skye, she agrees that we should eventually 
move CheckQueryState() out of CommitRows() and keep that check in 
ProcessSplit() / ProcessRange() in the long run. CommitRows() will still check 
for cancellation per row batch.

Restored CheckQueryState() in HdfsParquetScanner::ProcessSplit().
