The command in question is created in
`org.apache.jmeter.gui.action.HtmlReportGenerator#createGenerationCommand`, and
it is like `java -jar ...`.
Apparently, we could add `-Dfile.encoding=UTF-8`, and then we would have
reasons to decode the output via UTF-8.
