Great to see this discussion happening here.
It is important for ensuring that the implementation meets the requirements of
actual customers.
That said, I think it may be healthy to enumerate the immediate driving
usecases and how they may or may not require the collections API and/or Solr
Cloud.
With those in place, we can then try and make sure that we have a path forward
for future usecases.
