+1, this seems reasonable to me. Because they have not been participating
in the Apache process, I think it's justifiable to remove them at this
point in time.

OTOH, if any of those pre-ASF core contributors come back and want to
contribute to the project again, I'd personally be fairly quick to nominate
them for ASF committership.
