According to http://incubator.apache.org/guides/graduation.html#toplevel it's traditional for a community to have a VOTE thread. Should we start such a vote (either on dev@ or on user@? not sure how broad a community). Or is this DISCUSS thread enough, and we should start to prepare a charter?
