Well, I do not agree ;-) Have you ever tried translating using PO files?

Is there any reason for you to not use the same tooling you use for UI? ;-)
Of course we use the same mechanism for UI and for help -> PO files and
every translator can choose which tool/operating system he
prefers. I prefer Emacs' po-mode, other people work on Windows using
poEdit, many people use kbabel for their translations.

See http://cs.openoffice.org/stats/ how far we are now because of the good
tooling chosen.
