We have translated 2.0 (1.9m65) to Khmer using PO files and poEdit.
The nice thing about poEdit is that it is cross-platform, and you can have translators that work on both Windows and Linux using the same tool. It also has translation memory, which we used to upgrade files from 1.1.x to 1.9.x
We also use PO format and poEdit for all our other localization projects (including Mozilla).

Once you upgrade to a 1.9.x version, you can upgrade to further versions using either the POT2PO tool developed by Pavel (Linux script) or the po2pot utility of the Translation Toolkit. http://translate.sourceforge.net/
