To clarify: is this only about UI localization or do we need it for
document content, for example for spell-checking purposes, as well?

Document content would imply that we'd need an additional language
listbox entry, such as "Catalan (Valencian)" and that the ca-XV locale
information would be written do stored documents. No other application
would be able to properly identify the locale automatically, e.g.
associate it with Spain as a region, if it didn't know about this
private OOo kludge.
