This problem is about installation program which is handled by installation project. If this is NSIS bug, well known one, please do the following: 1. file bug for Installation/UI in OOo IZ (assign to default assignee of the subcomponent, not me ;-) 3. add link to "well known" NSIS bug in their bug tracking system. Unicode, thus this problem is currently impossible to solve.
