If you know, that you cannot find the strings in the translation files, than the issue should be send to the component, where the issue occurs. In the case of 80592 it would be 'database access' instead of UI. Then this issue will not be handled as translation issue, then the issue work throw the QA and then directly to the developer. But I do not know, if those general issues are easy to identify. In most cases the teams will think, that it is an translation issue only. So I do not know, if this is the way to go.

Why a wiki page? Change the component of the issue and you can send it to the default owner of this component. If this isn't possible, please check the QA responsibility side - team leads. There you will find for all applications someone who can help you.
