I don't care too much about how you name it, but samples/blocks/jcr
shouldn't be the final location; that's for sure.
Maybe something like context://jcr-repo would be more descriptive. We
will likely see other "jcr" directories that might contain jcr usecases,
a jcr publication, etc.
AFAIK the location can be changed in cocoon.xconf in case someone wants
to have the repository somewhere else in the filesystem; especially
*outside* context://, so this is just about the default, right?
