Unfortunately not, it's rather a Lenya issue - each publication can
use its own CSS location, and the neutron module has no chance
to find it out. We'd either have to standardize the CSS URL (not a
good idea IMO), or provide a hook to obtain it. Maybe the simplest
way would be to require a CSS file /css/neutron.css, which can just
@import the standard publication CSS.
