yes, that should be no problem.
I think it would work, but I'm not shure. That's not a templating mechanism, but it would be a simple way to show different layouts with the same content.
IMO it would be more convenient to have a CSS-only design and switch it using the browser menu or a menu on the page (like on http://www.csszengarden.com).
