With Photoshop / Fireworks templates folks with no knowledge in web techniques can participate.

When I start a new design it firewoks first.

If the page layout is meant to be fixed width or scaleable will have to go in a little readme - sometimes it might be obvious by looking at the design..

IMO the major challenge is to provide a clean, well-designed XHTML. The infrastructure isn't such a problem - we can probably just use the Zones server.

I guess it would be sufficient to let people send their CSS and image files to the list, it's not much work to put them on the server and add the link tags to the page.

+1; no need for sofisticated machinery... The layouts coming from the template folks could be uploaded as images to the same publication.
