IMO the major challenge is to provide a clean, well-designed XHTML.
The infrastructure isn't such a problem - we can probably just use
the Zones server.

I guess it would be sufficient to let people send their CSS and
image files to the list, it's not much work to put them on the
server and add the link tags to the page.
+1; no need for sofisticated machinery... The layouts coming from the
template folks could be uploaded as images to the same publication.
