Is it about Spanish version of OOo or any? I don't like the idea of loading a ton of dictionaries I don't need.

OO.org, AFAIK, doesn't have support for configuration of a language
general dictionary (without a specific localization).

That's not exactly true, for some languages you can put “ANY” instead of country code. However, I'm not sure about Spanish.

So, by using this
"general" approach, we will have to attach this dictionary to one
specific localization (e.g. es_ES), which seems to be incorrect, because
it is not a specific dictionary for that localization.

Well, do you need it to work or to be “correct”? You can simply assign your dictionary to any language variation, like:
DICT es ES es_ES
DICT es MX es_ES

etc.
