I don't like it neither. But ALL localized builds of OO.org ships with all LGPL'ed dictionaries available (at least German, English, Italian, Russian, and a few more). And all of them are active after installation. I think it would be a great idea to include only the relevant ones for each localization. I know it will work using any localization, but if it is a "general" dictionary, then it will recognize as valid all words for all localizations, and if it is installed as "Spanish (Spain)", could lead to confusion, because it will not reject invalid words for Spain. I'm not sure if I made my point more clear this time.
