It is somehow a question of definition. Clearly the word lists and the rules (spell, grammar, thesaurus) must be language specific. For grammar checking, tagging is essential for English, not so important for other languages. However, there are very big differences between tools, that are easily usable and configurable for many languages, and others, that are hard wired just for one or a few languages. The aim of the lingucomponent is to provide easily configurable and adaptable general tools for as many languages as possible. I miss this statement from the mission statement. I understood the "language neutral" expression as " easily configurable and adaptable general tool". Opinions?
