You are right. When I tried to set the double hyphens for Polish (hyphenation of
"kong-fu" -> kong- -fu), there was a competition between the base hyphenation of
hyphens (it's independent from the hyphenation settings and the hyphenator) and
the non-standard hyphenation by OOo's hyphenator. The result was an occasional
non-standard hyphenation. It would be fine to forbid the base hyphenation (or
word breaking) at hyphens optionally, and to use only hyphenation patterns.

Handling hyphens and other special characters in words are localisation
dependant. Fortunatelly, instead of uncomfortable patches, Breakiterator will
be configurable by the locale data (see last comment in
http://www.openoffice.org/issues/show_bug.cgi?id=64400). See also Hunspell's
BREAK option in the manual, if you want to handle arbitrary compound words with
hyphens by spell checker.

It's very good (Catalan language pack hasn't contained it
in http://wiki.services.openoffice.org/wiki/Dictionaries Wiki page).
Simply add the non-standard rule to the Catalan hyphenation patterns
(maybe with position and length: l&#183;1l/l=l,1,3).
